The National Model for the Integration of Women's Needs

 

The model is considered a national guide for policy and general strategies makers, legislators and programs executers that sets the general work frame for these parties to ensure a true sustainable integration of Bahraini women in the development process. It also seeks to achieve a balance that bridge the gaps and guarantee equity of national opportunities for men and women. It also specifies roles and responsibilities of various sectors in line with the national responsibility to achieve a sustainable effect to merge women's needs and equity of opportunities.

The National Model consists of four aspects:

  1. Policies
  2. Budgets
  3. Knowledge Management
  4. Impact Assessment

National Model Aspects

First: Policies

The procedures taken by the institution to review strategies, plans and programs in addition to decisions and ways of developing them in service of integrating women's needs and equity of opportunities.

Implementation Mechanisms: 

  • Opportunities Equity Committee: Aims to merge women's needs in line with the equity of opportunities in all fields of the institutions and works on achieving the principle of equity of opportunities between all employees, beneficiaries and services provided by any authority in cooperation and coordination with the Supreme Council for Women.
  • Government Action Plan: Adopting the principle of equity of opportunities and integrating women's needs as a criteria to pass the Plan through including empowering women and increase their contribution in the development process in line with the GAP programs.
  • Supportive initiatives to integrate working and beneficiary women's needs in the policies and plans of the institutions.

Second: Budgets 

The budgets responsive to women's needs and procedures are the specified financial budgets for the work of ministries and official institutions which reflect the extent of women's benefit of allocating resources and spending on workforce, programs and services.

Goals:

  • Develop budget making policies to adopt the approach of opportunities equity between the two sexes. 
  • Translate the government's commitments in regards to issues of integrating women in development to commitments mentioned in the budget.
  • Raise the level of awareness amongst decision makers of issues of integrating women's needs in development and its impact on the budget.

Implementation Mechanisms: 

  • Work with the Ministry of Finance as an essential partner to activate responsive budget through the following:
  • Study and develop general budget tables to be responsive to women's needs through embedding the principle of equity of opportunities.
  • Issue circulars and regulations regarding implementing the principle of equity of opportunities and responsive budget to women's needs. The last circular was issued in 23rd June 2014: Circular No. 3 of 2014 from the Minister of Finance regarding preparing the State General Budget for fiscal year 2015-2018 which includes a detailed article entitled "Applying the Principle of Equity of Opportunities and Responsive Budget to Women's Needs" in the budget preparation instructions and it also included a development of main tables of the budget.
  • Raise the awareness of concerned officials at the Finance Ministry, other Ministries and governmental institutions regarding the responsive budgets to women's needs.

Third: Knowledge Management 

The capability to benefit from all sources of knowledge and national expertise and use ways of managing them through system and practices based on collecting, managing and spreading knowledge.

Implementation Mechanisms: 

 

  • Reinforce general awareness and build capabilities in the field of integrating women's needs and equity of opportunities.
  • Establish data bases and indicators that facilitate easy access to information and prorating statistics.

Fourth: Impact Assessment  


Impact Assessment means the effect of the National Model for the Integration of Women's Needs in Development through monitoring and measuring the state of change in the performance, directions and values of individuals, institutions and society through quantitative and qualitative data about the extent of integrating women's needs and achieving equity of opportunities.

Activating the impact of equity of opportunities in the National Plan for the Advancement of Bahraini Women 2013-2022.
