Opportunity Equity in Public Sector


Opportunities Equity Committees 

The committees aim to integrate women's needs within the framework of equating opportunities in all work fields and among all employees and beneficiaries of the services provided by the party in cooperation with the Supreme Council for Women. The committees express their views on cases related to women's needs integration as a part of equating opportunities process. The public sector's institutions formed 45 opportunities equity committees upon the regulation No. 4 / 2014 issued by the Civil Service Bureau regarding the establishment of opportunities equity committees in the public sector.

Specialization of public sector's committees  

Opportunities equity committee's specialization is to state disciplines, criteria and plans that are related to the implementation of opportunities equity principles and the achievement of full integration of women's needs within this context. Moreover, to follow up the implementation and provide the requested counselling in coordination with the Supreme Council for Women and Civil Service Bureau depending on the specializations listed in the Bureau's law and regulations within the following fields:

·      Enhancing opportunities equity among the staff during the appointing, training, scholarships and promotion. Also, guarantying the integration of working women's needs.

·      Integrating women's needs within the context of opportunities equity in policies, plans and budgets of government bodies.

·      Building the staff's abilities regarding integration of women's needs in the context of opportunities equity.

·      Improving women's situation and work atmosphere as well as overcoming the obstacles and difficulties that face the implementation of opportunities equity principle in the government bodies.

·      Supporting the Supreme Council for Women's efforts in the opportunities equity principle and activating them with integration of women's needs within the framework of opportunities equity in the government bodies' programs based on the national plan's programs of Bahraini women's advancement.

·      Achieving the implementation of opportunities equity principle to all beneficiaries of the services provided by the government bodies.

Procedures

Including the integration of women's needs and the opportunities equity principle in regulations and procedures.

Reviewing the employing policies and adding an item to the employment forms that requires referring the form request to be reviewed and approved by the opportunities equity committee.

Including the integration of women's needs and the opportunities equity principle in the strategical plans of government bodies.

Establishing majors in the industrial track for girls (Medical Devices Maintenance and Computer Maintenance)

Committing to the requirements of activating responsive budgets to women's needs.

Observing the integration of women's needs in public transportation buses.

Holding a number of informative workshops on women's needs integration and their rights as well as opportunities equity.

Including women's rights and the opportunities equity principle in teaching courses.

 

Responsive budgets to women's needs

Responsive budget to women's needs are financial allocations for ministries and official institutions that reflect to which extent women and men benefit from the resources allocation and expenditure on labor force, programs and services.

Aims of responsive budget to women's needs

·      Improving policies of stating budgets to implement gender opportunities equity principle.

·      Translating the government's commitments related to cases of the integration of women's needs in development into listed commitments in the budget.

·      Raising awareness among the concerned decision-makers about women's needs in order to develop the cases of the integration and their effects on the budget. 

·      Improving the policies in order to contribute to economic and social development.

·      Increasing effectiveness and efficiency of using public funds.

·      Monitoring gaps in expenditure on women and men on national, international and local levels.
